## Why this matters to fly anglers

What happens in the water column decides whether trout, salmon and grayling thrive or struggle. Oxygen crashes and sudden contamination can turn a productive beat into a welfare risk within hours. Parliament’s Environmental Audit Committee (EAC) has been examining why rivers are underperforming and how better data could help. For clubs and anglers, the discussion points directly to when, where and how we fish, and how we advocate for our waters.

## The state of English rivers, according to evidence

- The Environment Agency told the EAC that fewer than half of English rivers reach good status for fish populations, putting the figure at 42%.
- Evidence to the Committee highlighted that what actually comes out of many combined sewer overflows is seldom measured. These overflows mix untreated wastewater with runoff during rain, yet the contents of the discharges are not routinely quantified.
- Expert witnesses explained that these releases can carry a wide range of contaminants, including disease-causing microbes, oil and fuel residues, industrial chemicals, fragments of plastics and traces of medicines and toiletries. The evidence noted uncertainty about the health implications if such material is ingested.
- MPs also challenged reassurances from Severn Trent about overflow discharges and pointed to the company’s £1.5 million fine in December 2021 for illegal sewage discharges.

Fish status is one element of wider ecological assessments. It reflects multiple pressures, including habitat, flows and temperature, not just water quality.

## What witnesses said about monitoring

Several contributors told the EAC that continuous, real-time sensing is now feasible and cost-manageable, and should be focused first on higher-risk locations such as sewage treatment works and known overflow points. According to the evidence, this would shorten the time between a pollution event and a response, support enforcement and create local information that communities can use.

Stakeholders including Salmon & Trout Conservation and the South West Rivers Association emphasised to MPs that wild salmon and trout are sensitive indicators of river health, underscoring the need for timely data during incidents that depress oxygen or increase contamination.

## How better data would change decisions on the bank

- Faster warnings of low-oxygen or contamination events would help anglers avoid periods when fish are stressed, adjust handling and, if necessary, pause fishing to aid recovery.
- Clubs and fishery managers could use live feeds to postpone matches, step up fish-care guidance and plan rest periods after incidents.
- Public, continuous data would provide firmer evidence when pressing for investigations, investment and targeted fixes that benefit salmonids.

## What you and your club can do now

- Identify higher-risk points on your waters, especially sewage treatment works and overflow outfalls, and log known incident locations.
- Ask for continuous, openly published monitoring at those points. Seek parameters that matter for fish welfare, such as dissolved oxygen and indicators of sewage contamination.
- Coordinate with neighbouring clubs and catchment groups to build a shared picture and to escalate concerns quickly when data show problems.

## What remains undecided

It is not yet clear whether government and regulators will require nationwide, real-time monitoring at treatment works and overflows or how quickly this would roll out. The final list of parameters to be tracked, the thresholds that should trigger action and the extent of real-time public access still need to be set. Given that fish status reflects many pressures, any monitoring programme will need to sit alongside work on barriers, abstraction and climate-driven changes to flow and temperature.

## The opportunity for anglers

Anglers have long been the river’s early-warning system. Continuous monitoring would add objective, local evidence that complements that vigilance. If deployed where risks are highest and shared openly, live data can help protect fisheries, support smarter enforcement and guide responsible fishing choices day to day.
